INTRODUCTION
Education is a process of learning between one and the other. Not only that, the process of learning is also like an individual teaching some other individual. For example, a teacher teaches some of his students. Education also has a number of stages beginning with primary, secondary and university level. The process of learning is to acquire something new and not only that, education is also a form of communication between the knowledge. So the higher education is the most suitable criteria that can contribute towards the development of human potential in Malaysia.
Higher education is tertiary education leading to award of an academic degree. Higher education, also called post-secondary education, third-level or tertiary education, is an optional final stage of formal learning that occurs after completion of secondary education. It represents levels 6, 7 and 8 of the 2011 version of the International Standard Classification of Education structure. Tertiary education at non-degree level is sometimes referred to as further education or continuing education as distinct from higher education.
The right of access to higher education is mentioned in a number of international human rights instruments. The UN International Covenant on Economic, Social and Cultural Rights of 1966 declares, in Article 13, that "higher education shall be made equally accessible to all, on the basis of capacity, by every appropriate means, and in particular by the progressive introduction of free education". In Europe, Article 2 of the First Protocol to the European Convention on Human Rights , adopted in 1950, obliges all signatory parties to guarantee the right to education
Since World War II , developed and many developing countries have increased the participation of the age group who mostly studies higher education from the elite rate, of up to 15 per cent, to the mass rate of 16 to 50 per cent. In many developed countries, participation in higher education has continued to increase towards universal or, what Trow later called, open access, where over half of the relevant age group participate in higher education. Higher education is important to national economies , both as an industry, in its own right, and as a source of trained and educated personnel for the rest of the economy. College educated workers have commanded a measurable wage premium and are much less likely to become unemployed than less educated workers.
DEFINITIONS AND BRIEF EXPLANATIONS ABOUT HIGHER EDUCATION
Education is a deliberate systematic effort made by a society to impart knowledge, values, attitudes and skills to its members. Higher education is also an effort to develop the potential of the individual and the changes that occur in the human body. There are a number of specific issues in education that can have a negative impact on the education system. Among the specific issues in education are issues in assessment. Issues in this assessment are one of the factors that lead to public employee dissatisfaction with the performance appraisal system.
A significant problem in the implementation of this performance evaluation system is the inability of the organization to accurately measure the performance of educators. In addition, special issues in education are issues related to quota admission to Public University through matriculation programs. For the Bumiputeras, the issue does not need to be raised as it is their right, while non-Bumiputeras are arguing that it is considered that entry into the UA should be based on merit. Finally, the specific issue in education is the B40 issue.
The B40 are low-income groups due to economic imbalance to pursue higher education. This issue was raised to assist these groups in education in line with the government's desire to empower the lower income group (B40). Education is an essential element in the development of a nation involving individuals. Therefore, every issue raised in education should be viewed as a matter of fact and not in the interest of the people alone.
HIGHER EDUCATION HAS DIRECT APPLICATIONS TOWARDS IMPROVING HUMAN POTENTIALS.
As we know, education is very important in the life of an individual. This is because, if a person has a good education then his life is also in good shape. Although not all highly educated people have a good life but as we can see with a rough eye nowadays more educated people have a better life. This has to do with thinking or researching human beings today. This is because education depends on the thinking of the individual. Where if it is wise to take advantage of the education that is achieved then his life is good if it is not utilized well then the education is in vain. This education has also had a direct impact on one's potential.
The effect of education on one's potential is an increase in his or her special skills to students. Skills are acquired from intelligent minds. With a smart mind then knowledge such as memorization, memory can be enhanced especially for those studying in higher education institutions such as universities. The improvement in this skill can change the way a student learns from bad to good. Because if we have knowledge of something but have no skill base then it does not produce any good results. Therefore, individuals need to take advantage of this education to make their future better and brighter.
Furthermore, education can also make a person a model for people around him, his family and the country. As we know being a human model is not an easy thing. It needs to have as much knowledge as it can about economics, politics and especially education. This is because, if a person is highly educated then he or she is easily recognized by the people and easier to find than the uneducated. As we see today, modern times, where education plays a very important role in the life of an individual.
In addition, education must have a healthy mind in order to have a secure learning system.
Besides, education can be access very easier as long as human pass the criteria especially to enter the University. As we can see, many university nowadays use high technology application especially in providing a good learning system for the student. For example, in Unimas ( Universiti Malaysia Sarawak ) the students can access the eleap application. Where the lecturer provide notes, quiz, submit their assignment also able to know the lattest announcement about their course. Students are also able to access book as a reference or material to do their assignment.
In conclusion, education is not only the basis for everything but education can also make one's future change from a bad life to a better life. This is because, without our knowledge, we cannot continue living like those who have succeeded in the increasingly modern age. Where everyone needs money to earn something. With education we will get a good job and make a living financially. Cognitive science has a lot to teach where one has to be wise to use his mind.
HOW HIGHER EDUCATION CAN CONTRIBUTE TOWARDS THE DEVELOPMENT OF COGNITIVE SCIENCE PRACTICES IN MALAYSIA
Education at the university level can contribute to the development of Cognitive Science in Malaysia by opening up more ways and ideas for human cognitive development. It is able to develop and broaden young minds to think outside the box and to explore more of life. For example, the university is one of the largest platforms that offers education to humans, education is clearly needed for people to develop their mind, their behavior and their skills. Cognitive enrichment early in life may account for some of the variation in cognitive ability in adulthood. Consistently, higher educational attainment is associated with greater levels of cognitive performance. Cognition are influenced by intellectual activities, such that participation in intellectually demanding activities.
Education at the university helps people learn about something they have never known, healthy competition and enables people to adopt a productive lifestyle. This will enhance the quality of human creativity and imagination. In addition, education also improves cognitive memory and processing in the human brain. More and more people are using their brains through learning, research, brainstorming, debating and experimenting with high-level thinking, especially in making course assignments. Imagine the human brain is like a muscle, where the more it is trained and used, the stronger and bigger it becomes.
Started during childhood, children begin to learn the same things over and over again. For example, in kindergarten, children were taught about numbers and letters, clearly until now two basic knowledge was kept in long-term memory and never faded. As well as education at university level, more and more input will be stored in human brain. Universities’ students are also often exposed to problem solving questions which are able to train the human brain to process every information and brainstorming. Indeed, higher education leads to better cognition especially relating to thinking, focusing, reasoning and remembering.
CONCLUSION
In conclusion, higher education which is at university level can indeed help Malaysia in certain ways such as focusing on English. We must ensure that all students must learn English from a young age as it will help them achieve a good education in English especially in speaking. In addition, improving the quality of the teaching force through training and workshops. Educators play an important role in delivering the lessons to their students and they need to be trained so that they can teach effectively and effectively.
Our goal is to build a nation and a world for a better future. The future must be secure and young people are the weapons to build a nation with all their knowledge and education. Education can also spark more ideas in making progress for the nation. For example in technological advances, innovations and inventions stem from interesting ideas from young people.
